UAE Expands Golden Visa Program to Target AI and Sustainability Experts

The United Arab Emirates has broadened the scope of its Golden Visa residency program, aiming to attract more highly skilled professionals in key future-focused sectors. The enhanced initiative specifically targets talent in artificial intelligence ( cloud computing, sustainability, and asset management.

Experts note a significant strategic shift in the program’s focus since the pandemic. While attracting capital, particularly through real estate investment, was paramount in 2022-2023, the emphasis has now moved decisively towards the long-term value candidates can bring to the UAE’s economy and society. Attracting individuals who drive strategic development is the new priority.

Statistics from 2023 illustrate this shift. Dubai alone issued 158,000 Golden Visas that year. Approximately 40% went to investors, while the remaining 60% were awarded to professionals and specialists across diverse fields. These included experts in banking, artificial intelligence, climate technology, and information technology.

Authorities are currently observing a notable rise in applications from specialists in AI, the Internet of Things (IoT), cloud computing, and sustainable development. The program seeks individuals capable of developing key industries and managing large-scale investment projects.

This focus aligns with the UAE’s growing stature as a global financial and tech hub. The recent establishment of regional offices by eight of the world’s top twenty hedge funds has further amplified demand for top-tier executives – including CEOs, CTOs, and other specialized leaders – who can ensure sustainable growth for these entities.

The Golden Visa offers a renewable 10-year residency permit. Eligibility extends beyond investors to include outstanding students, scientists, graduates from prestigious universities, programmers, and other qualified professionals possessing valuable skills or achievements.

Looking ahead, the UAE government is actively considering adding new professional categories to the eligibility list. Frontrunners for inclusion are specialists in artificial intelligence, climate technology, and cybersecurity, reflecting the nation’s commitment to building expertise in these critical future-oriented domains.
